Criteria news
With immediate effect we’ve increased the maximum loan to value (LTV) for new build properties.
Our new LTVs are as follows:
- New Build residential houses: 90% LTV, up from 85%.
- New Build residential flats: 85% LTV, up from 75%.
Please note, other policy limits will still apply, for example Interest Only.
These changes support our commitment to the new build market and enable us to better meet the evolving needs of your customers.

Process improvement to exposure limits
Alongside the LTV increases, we’ve also implemented a process improvement in relation to exposure limits. Our team can now check this for you at first point of contact, which enables you to get a quicker response and confirmation for your new build customers. In some instances a referral may still need to be made to L&G specialists.

Today we’ve implemented a range of changes to our Buy to Let mortgage (BTL) proposition to make things simpler and easier for your customers.
New Calculator
We’ve introduced a new streamlined BTL Indication calculator, which now contains just 11 key questions for the majority of our customers, to ensure you’re provided with a quick and accurate decision for your BTL customers.
Simplified Portfolio Landlord Assessment
Portfolio Landlords assessments will be based on LTV and rental income on both the subject property and background property portfolio, with application to meet Policy and PRA requirements. A full Income and Expenditure affordability assessment is no longer required for portfolio Landlords.
- Mortgaged property to meet existing LTV and ICR criteria driven by tax band.
- Our new assessment will check the combined LTV of the background property portfolio is 75% LTV or less and rental income meets 145% ICR (no exceptions will be permitted).
- We’ve implemented a new rule where portfolio landlords must have a minimum two years letting experience. This new qualifying question appears for portfolio landlords within the Decision in Principle (DiP)/application and is also within the results of our new calculator.
We’ve reduced the packaging requirements for portfolio landlords and our underwriters will not need to validate personal income or commitments. Going forward, you will be responsible for validating your customers income, and retaining the documentation, which is the same process as our small landlord journey. These documents may be requested as part of our annual audit.
There will still be a requirement for portfolio landlord applications to send one month bank statement for their background rental properties.
Buy to Let Dynamic Product Stress Rates
We’re introducing dynamic product stress rates into our BTL applications. This means that the stress rate, and the max loan amount will be driven by the interest rate chosen and the term of that rate. No max loan amount/stress rate is locked in until an application has been submitted. The lower the stress rate (which is driven by product rate and term), the higher the max lend will be.
Please note that due to this change, the DiP is now only valid for as long as the product rate remains on sale. If you choose a new rate for your customer’s application (or post submission), the maximum lend may change.
Transitional arrangements
Any DiP or Full Mortgage Application submitted before 10th June will have the previous values applied, as they were at the original submission. The new values will be applied on DiPs and Full Mortgage Applications from 10th June.
We’ve implemented improvements to our affordability calculations. This includes a reduction in our residential 5 year stress rate, as well a reduction in National Insurance rates.
These improvements could increase the amount we’re able to lend to your mortgage customers. For an indication on how much we could lend, please visit our updated residential affordability calculator, or log in to do a Decision in Principle (DIP) or place business.
Transitional Arrangements
Any (DIP) or Full Mortgage Application submitted before 18th April will have the previous values applied, as they were at the original submission. The new values will be applied on DIPs and Full Mortgage Applications from 18th April.
We’ve updated our Buy to Let stress rates as follows:
- 2 year fixed: decrease from 7.81% to 7.33%.
- 5 year fixed: decrease from 6.68% to 5.95%
- Like for Like remortgages: decrease from 7.15% to 6.27%
Our Buy to Let Hub has been updated to reflect this.
Transitional Arrangements
Any Decision in Principle (DIP) or Full Mortgage Application submitted before 25th January will have the previous values applied, as they were at the original submission. For example, a DIP completed before 25th January for a 2 year fixed will have the 7.81% stress rate, with the new stress rate of 7.33% being used from 25th January onwards.

We’d like to provide you with clearer guidance when keying income for your customer’s small landlords and like for like remortgage applications.
This guidance includes keying requirements for earned and rental income from background Buy to Let/Consent to Let properties.
To ensure the right customer outcome, please note:
· Your customer’s income should only include personal (earned) income and should not include rent from background properties.
· Rental income from the subject property should not be included as a form of income as this will be captured separately.
· All background property information including rental income is captured elsewhere in the journey.
· For employed customers who are unable to verify their income in line with our packaging requirements, income should be keyed as £0 (This allows the application to be considered based on a maximum lend calculated by ICR and expected rental income alone, subject to credit score).

Buy to Let stress rates
We’ve updated our Buy to Let stress rates as follows:
- 2 year fixed: decrease from 8.6% to 8.15%.
- 5 year fixed: decrease from 7% to 6.78%
- Like for Like remortgages: 8.21% to 7.55%
Our Buy to Let Hub has been updated to reflect this.
Government share codes
Government share codes are now acceptable alongside a passport for non-UK nationals.
If your customers can present this document along with their foreign passport, it will remove the need to provide a physical Visa as part of their packaging.
Our A-Z Lending Criteria page and Income and Packaging guide have been updated to reflect this change.
With effect from 28th July, we’re making enhancements to our valuation journey to support customers looking to borrow against properties in England with cladding.
Cladding
We’ll now utilise new data from the Government confirming if a building in England is being remediated through either Government or Developer Remediation schemes.
This data will be passed to the valuer. The data relates to buildings of 11m or greater in height. If a building is listed on the Government remediation portal, or we already hold an existing validated EWS1 form, this will enable the valuer to proceed with a valuation
Where the building is not listed or we don’t already hold an EWS1 form, the valuer will request an EWS1 form as per current process.
If an EWS1 form is requested and not available, we can consider alternative evidence of remediation on a case by case basis.
This new process will apply to all application types.

June updates you need to know
We updated our Buy to Let stress rates:
· 2 year fixed: Increased stress rate from 6.7% to 8.10%
· 5 year fixed: Increased stress rate from 6% to 6.89%
· Like for like remortgage: Increased stress rate from 6% to 7.54%
Product Transfers 6 months before deal ends
For NatWest existing customers Product Transfers are available 6 months before the deal ends. This means that customers whose deal ends in December can now secure a new rate. For more information about eligibility, process and rates have a look at our website. New and existing customers can now make overpayments of up to 20% with no Early Repayment Charge.

Greener Homes Attitude Tracker
We published the findings from the latest Greener Homes Attitude Tracker this week. The tracker is based on responses from 4,500 people across the UK in Q1.
Some key findings from the Q1 tracker include:
- Half of UK households are struggling with higher gas and electricity prices – resulting in a drop in the number planning to make sustainable changes in the home
- The cost of having the work done was by far the greatest barrier to sustainable home improvements, cited by 71% of homeowners not planning improvements in the next 10 years

Greener Homes Retrofit Project
NatWest is currently helping to fund a series of greener home retrofits for 9 customers across the UK, with co-ordination help from Quidos, taking customers on the journey from consideration of these improvements to making them a reality. Through the Sustainable Homes and Buildings Coalition, NatWest is working with Worcester Bosch, and British Gas to assess the EPC rating of their properties and install appropriate solutions to improve energy efficiency and cut emissions such as insulation upgrades, heat pumps and solar panels.
Lloyd Cochrane, Head of Mortgages at NatWest said: “Our retrofit project and quarterly tracker have informed our support for customers. These insights have also formed part of our work across industry and our engagement with Government to propose policies that can work positively to support consumers improve the energy efficiency of their homes.”
Home Energy Plan
To help customers reduce their energy usage while making their home greener, we created a free tool that gives tips on how make homes more energy efficient. This could help to reduce energy bills and a customer’s home carbon emissions. You don’t have to be a NatWest customer to benefit from it. For more information, please click here.
NatWest latest climate commitments
“I want to send a very clear message at the beginning of 2023 that we are not letting up on tackling climate change.” Alison Rose DBE, NatWest Group CEO.
Giving a speech at a climate event held at our Bishopsgate HQ in London earlier this year, our CEO Alison Rose DBE set out proposed actions we plan to take to reduce the climate impact of our financing activities while also supporting our customers to achieve their ambitions to transition to the net zero economy including a new announcement that we aim to provide £10bn lending to EPC A or B residential properties by the end of 2025.
